Dr Roli Mathur

About: Dr Mathur is a university topper and gold medalist during graduation and post graduation, further received the Young Scientist award for her doctoral research work in Molecular Genetics at All India Institute of Medical Sciences, New Delhi. She received the WHO fellowship in “Bioethics and Ethics Committee Administration” in the United States which was followed by training to be an international surveyor of ethics committees. She is the Member Secretary of ICMR- Central Ethics Committee on Human Research that serves as the National Ethics Committee. She served as Member of several WHO expert groups, namely WHO Covid-19 Ethics and Governance, Ethics and Governance of Artificial Intelligence in Health, Benchmarking Tools for ethics committees, WHO Expert group on Clinical Research, and WHO Asia Pacific Network of National Ethics Committee’s. She is also Executive Committee Member of Council of International Organizations of Medical Sciences (CIOMS) which has recently released ethics guidance for medical research in low resource settings and CIOMS Guidelines on Good Governance for Research Institutions. Her work over the years has revolved around, building capacity for Research Ethics in India mostly for students, researchers and members of ethics committees, Developing National Policies and Guidelines in research ethics, Networking and collaborations with stakeholders, Coordinating the work of the Central Ethics Committee at ICMR. Earlier she had steered large multicentric research studies at National Level such as the National Task Force Research Study on Newborn Screening of Inborn Metabolic Disorders, Clinical, Biochemical, Molecular Studies on Lysosomal Storage Disorders and on Research Oriented Medical Education Programs. She has led the ICMR-Short Term Studentship Program to build capacity for health research in undergraduate medical students for more than 15 years. Dr. Mathur has coordinated the development of large number of National Ethics Policies and Guidelines in India and has many publications to her credit. She had earlier steered the development of ICMR National Ethical Guidelines for Biomedical Research on Human Participants (2017), Definitions pertaining to End of Life Care (2018), Handbook on National Ethical Guidelines (2019), ICMR Policy on Research Integrity and Publication Ethics (RIPE Policy) (2019), Common Forms for Ethics Committees reviewing research (2019) and the ICMR Consensus Guidance on Do Not Attempt Resuscitation DNAR (2020), National Guidelines for Ethics Committees reviewing research during COVID-19 (2020) and the Standard Operating Procedures for Ethics Committees reviewing Research during Emergency (2020). She was also member of the committee that Drafted the National Guidelines for Research in Children (2016). She has published a Reference book titled ‘Biomedical Ethics Perspectives in the Indian Context’ (2022) through Jaypee Publishers which is the first of its kind book in India discussing research ethics issues from an Indian standpoint. She was member of the committee which drafted Guidelines on Ethical Aspects of Use of Artificial Intelligence for health care and research released recently (2023). She was earlier acknowledged to be among the top Women scientists at ICMR on Women’s day.
